Build New or Replace? How MOSA Answers the Question

NATIONAL HARBOR, Md. – Would you rather build new systems that evolve or continuously replace them? That question, along with other critical software and hardware lifecycle considerations, was addressed at the Modular Open Systems Approach (MOSA) Industry and Government Summit (MOSA-Summit) held annually at National Harbor, Md. The Air Combat Electronics Program Office (PMA-209) presented the answer to building integrated systems by investing upfront for long-term flexibility and sizable savings in the future.

MOSA is an integrated business and technical strategy designed for competitive and affordable acquisition and sustainment over a systems lifecycle. The Department of War (DoW) has approved standards for modular open systems, or open architectures, in a 2024 tri-service MOSA memo stating the urgent need to “face rapidly evolving threats across the world… to facilitate rapid transition and sharing of advanced warfighting capability to keep pace with the dynamic warfighting threat.”

In September, the DoW issued another memo titled Establishment of Department-wide Modular Open Systems Approach Policy and Minimum Expectations to “accelerate use of the modular open systems approach (MOSA)” urging programs to “use MOSA to create practical options to add, replace, resus, and/or compete modules” and to begin implementation the MOSA policies immediately.

In support of both memos, PMA-209 has long participated in the annual MOSA Summit to bring government, defense acquisition teams, and industry together to advance MOSA for the future of defense modernization and interoperability.

“Our PMA-209 team is exceptional. Having the group demonstrating their efforts during the MOSA Summit highlighted how government and industry work together with a modular open systems approach. That critical capability ensures our warfighters receive the best mission-ready capabilities possible, as quickly as possible,” said Capt. Rob Smith, PMA-209 Program Manager.

The PMA-209 Avionics Architecture Team (open architecture-focused subject matter experts) presented to a standing-room-only audience on topics such as: MOSA 101, MOSA and Artificial Intelligence (AI), and extensive MOSA demonstrations. The team also hosted interactive demonstrations on various MOSA-focused topics that drew hundreds of visitors to discuss and collaborate on ways MOSA can benefit our warfighters rapidly with seamless systems on land, air, and sea.

While there is no single way a MOSA can be implemented, PMA-209 supports and promotes open standards with other programs and industry to aid in modernizing products and standards for ground, air, and maritime platforms throughout the Joint Force., such as:

  • Future Airborne Capability Environment (FACE)
  • Sensors Open System Architecture (SOSA)
  • Open Missions Systems (OMS)

PMA-209’s Avionics Architecture Team (AAT) was recently recognized by their Commander, Naval Air Systems Command/Portfolio Acquisition Executive for Aviation, for excellence in workforce development. PMA-209 AAT recognized a gap in MOSA-centric expertise and addressed it by creating and delivering training to significantly improve workforce skills strengthening the technical, business and leadership proficiency of our people. The training sessions are for program managers, engineers, and integrators, and cover new technologies, resources and guides that bridge vital implementation gaps. AAT MOSA training fosters collaborative efforts with SYSCOMs and other services to deliver the latest technology innovations to the warfighter faster than ever before. This award-winning team provides training workshop sessions in various formats and locations to suit the needs of the customer.

MOSA is the enabler to focus on fleet technology needs, lifecycle benefits, and potential cost savings enabled by adaptable, modular solutions for all our warfighters.

PMA-209 is the executive agent for the development and management of cutting-edge Air Combat Electronics systems and is responsible for providing critical capabilities to the Warfighter in the form of common, fully developed, supportable, and reliable systems that align with the strategic and operational requirements of our customers.
