Estonia Weighs Reducing Dependency on U.S. Tech Giants
The strategic assessment unfolds while the State IT Center (RIT) advances its migration of governmental and state agency computing stations toward a centrally administered cloud platform—predominantly powered by Microsoft 365 at present.
RIT Director Ergo Tars emphasized that complete withdrawal from American providers isn't under consideration, though alternative platforms will undergo evaluation through a pilot initiative launching this autumn.
According to Tars, the examination stems from continent-wide European conversations surrounding digital sovereignty and vulnerabilities tied to reliance on non-European IT frameworks, encompassing data protection concerns, financial expenditures, and potential service interruptions.
"If a decision were made in the European Union that American products are no longer trusted, then what situation would we be in... In that case there would not be much difference whether it is Microsoft, Amazon or Google. Then we would have to look purely at Europe-based products," Tars said.
The strategy mirrors comparable European efforts. France has revealed intentions to substitute Microsoft Teams, Zoom, and additional foreign videoconferencing applications with its domestic solution, Visio, throughout governmental ministries by 2027, prioritizing security enhancement, budget reduction, and technological independence.
RIT projects approximately 15,000 out of Estonia's total 25,000 government workstations could transition to its centrally controlled infrastructure over the next 24 months, although authorities acknowledge a comprehensive pivot away from American technology appears improbable short-term.
